Looks like not the entire building is covered, just the lower third of the side facing the street. In fact the delineation is so notable that it almost looks like part of a design, except for the one artistically challenged dummy who tagged part of the molding.
A typical tag by itself is nothing special to look at, but put enough of them on a surface and it starts to look more interesting, like patterned wallpaper. A nice mural or something would be better of course, but compared to just a bare monocolor paint job it's not so bad.
