Thank you for contacting the City. The repair had failed and Atmos tried to get their subcontractor out to the site today to repair. Atmos informed the City that the area should be repaired and the lane opened after the repair. They anticipate being onsite tomorrow if the weather permits.
The City Traffic Division observed the light at 7:20 this morning and watched it through various cycles. The intersection is controlled by video detection with east and west bound traffic having primary movement. This is done to keep peak traffic flowing.
Our technicians also drove through the intersection and confirmed that the detection and wait times worked as designed. It may seem that the wait is unusually long, however light cycled within performance parameters.

Thank you for checking. I hope it was temporary issue. I went through about 6:10a and while waiting on NB White Chapel, the light cycled three times with left-turn flashing yellow arrow LH lane, solid red straight & rh turn lanes only alternating with E-W traffic. Oddly, there was no SB traffic to trigger anything for that direction, only E-W plus three vehicles NB in all three lanes, arriving separately.
This evening, it functioned as expected for SB traffic.
I'll know when I leave to go to NB around same time tomorrow. :-)
