The water smells horrible like raw sewage and the water color is very cloudy and a dark brown. It does not look like sediment in the water like it does upstream of this section. They make up their own rules for how they do their job and not enforce the law as it is written. It is illegal to park a car within an intersection anywhere in the State and in Albuquerque. Parking says it is legal to park within a T-intersection because the streets do not cross and they are not blocking traffic. According to them it is legal because the Traffic Engineer says they can make any place they want to a legal parking space. These are complete and total lies. In know place within the City law does it say any of these things. An intersection is where two or more streets intersect not cross. These City employees who are paid to one job refuse to do all that is required of them.
