But my daughter was homeless for 3 years - by choice. She had addiction issues and would not come home. When she found her motivation and sought help, she got off the street and is thriving. She has told me that many homeless just don't care about the garbage. When she was homeless she kept her space clean, putting garbage in bags until she could walk to a receptacle. She said she would scold her homeless neighbors, telling them, "We live here. Keep it clean!" The sad fact is, many just don't care.
And all the trash is not generated by the homeless. Behind the now closed In Shape gym on Sereno, many citizens dump their bags of garbage, old furniture, whatever they don't want, so they don't have to pay for pickup. We need cameras/license plate readers in these areas so offenders can be fined. Better yet, create jobs by forming a security patrol. If Vallejo can pay $400,000 severance to a failed CM, and millions in judgments against VPD, they can afford to create positions to keep Vallejo clean.
