Mentally unstable "woman" sleeping in beat up car in front of 2101 Illinois St Vehicle does not have a license plate She also litters and leaves drug paraphernalia in this location Chronic problem at this house They've had about 6-7 homeless addicts living in front of/around their home over the last several years Unacceptable
