Traffic Engineering prepared an additional all-way stop analysis for this intersection. The intersection does not meet the warrants necessary to justify the installation of an all-way stop at the intersection.
Collision History:
2013 1-Not correctable
2014 1-Correctable
2015 1-Correctable
2016 1-Not correctable
2017 2-Both correctable
To meet the collision warrant, there must be 5 correctable collisions in a 1 year period. From January 2013 through July 2017 there have been a total of 4 correctable collisions. A correctable collision is typically a broadside type, pedestrian crossing the intersection. Rear end, single vehicle, hitting a fixed object types are not correctable with the installation of an all-way stop.
The intersection also did not meet the traffic volume warrant, there must be 300 vehicles per hour on the main street (Mini Dr.) and 200 vehicles/pedestrians/bicycles per hour on the minor street (Stanford Dr.) for 8 hours in a day. Mini Drive meets the minimum volumes needed for the major street, the highest hourly volumes ranged from 536-688 vehicles per hour. The highest Stanford Drive hourly volumes ranged from 110-149 per hour (55-75% of the required volume).
There is an existing all-way stop at Whitney Avenue which is approximately 600 feet from Stanford Drive, typically the spacing distance for all-way stop signs is 750 feet.
Staff will continue to monitor the intersection, as previously mentioned all-way stop signs are installed to assign right of way at intersections. They will not correct/eliminate all types of collisions.
