This is so frustrating. COV SCF admin says these lookouts are caltrans, and Caltrans says the part is actually COV. (See Cal trans reply). How is this going to be addressed?

I have an great idea, why don't the COV and CalTrans form a partnership and work together on it. Instead of saying" It's their job, No it's your job"!!

Okay so they now say this is COV public works responsibility. So here we go:
