Where is this parking patrol that we have paid a half million dollars to?

From what I have seen parking patrol has been doing a good job, but this van will circle the block when the parking enforcement is ready to ticket.

While there is a three hour limit on parking in that location, the vehicle does move every three hours to a different location, and therefore is in compliance with the rules and regulations of the time-limitations.
