There is a constant stream of spring water that runs along our property line from back to front in a north/south direction. It never stops all year long and has been this way for the 5 years we have lived here. It is especially profuse after the rainy season and creates spongy, very slimy algae on the sidewalk that is a slip hazard for pedestrians and residents in our neighborhood. Something needs to be done to fix this, as it is a lawsuit waiting to happen. We have added more than $8000.00 worth of French drain system around our home in order to mitigate the water problem and keep the under side of our home dry. It is dry.
The East side of our home, however, is like a swamp close to the property line.

I took Theo's comment, "Good luck with your law suit," as both an encouragement towards a positive outcome in the event that a law suit happens, and, as nothing more than true sarcasm in the knowledge that regardless if a law suit happens, at this point, nothing will ever be done either way.
Who knows, SCF warps your sense of humor, so I could be wrong in my understanding, or it could have just got ahead of myself.

The City of Vallejo Water Department is aware of this issue and have had several active investigations to confirm this is not city water. It has been determined as a natural spring that first appeared after the 2014 earthquake. It has shifted it's pop up point to several houses on Valle Vista over the last few years. It has been reported that residents have had to take additional measures such as sump pumps or enhanced drainage to control the saturation on their property. I hope this information helps.
