The blue truck there just gets more and more piles of trash surrounding it. When does it ever cross the line from encampment to littering and dumping, and public safety. If someone is having a legitimate car issue and needs to pull over, they won't be able to if this keeps growing. That's a danger especially at that location. Even when someones home and yard gets out of hand due to hoarding there a city violations for that. So if this is a person's encampment/temp home, hoarding shouldn't be allowed. (This is not dumping by others, and it's not just trash from her not having a home, the person in the blue truck is collecting this stuff. We see it while it's happening. She must have a mental issue but that shouldn't be the reason hoarding around her encampment (or anyones for that matter, should be allowed)
