Complain to the town board, after you have reported the incident to police.

Did you ask the person in question to turn it down? Why not do that? Maybe they can close their windows or adjust their practice times or something. Person may not realize its disturbing people in the area.

Blame the nieghborhood slumlord that rents to people that yell about track marks and deal drugs. THANK GOD I moved out of that area
