Seems like there has been a dramatic increase in dumping lately. What's going on? Slumlords emptying apartments? It's getting out of hand.

Landlords and tenants already know that if you dump something in the alley, sooner or later, the city will come and haul it away, and nobody will be penalized. That's the way it works right now, and why should they be bothered to change? They need 1. to be told the rules, and 2. fined when the rules are broken.
Once again:
1. Supply landlords with leaflets explaining the rules, so their new tenants know what's acceptable in a trash can, and all of the free and low-cost alternatives for over-sized items.
2. Make landlords responsible for tenants infractions. We already make landlords responsible for unpaid utility bills, why not for trash infractions too?
