Thanks for reporting! There are several different urban legends regarding why shoes get strung up, not all of them are confirmed as true. Unfortunately based on your picture it looks as though the shoes are on a high-voltage wire, which Public Works is not equipped to touch. PG&E does not normally respond to calls regarding shoes on wires, once they are up you generally have to wait for them to fall off. You can call PG&E to see if they have a different response. Their number is 1-800-468-4743. Sorry that we can't resolve this issue in a more substantive way, but I hope this helps a little!
