Response from the City of Raleigh's Public Works Department:
Traffic signals are installed based on an engineering review where the warrants spelled out in the Manual on uniform Traffic Control Devices (MUTCD) are met. This manual is a Federal Highway Administration publication and is fully adopted by the NCDOT and City. Poole Road falls on the NC State Highway system so NCDOT would need to approve any signal. Based on the close proximity of Old Poole Road to the signalized intersection of 440 and Poole Road (700 feet), NCDOT will not likely consider a signal (they like to see 1200-1500 feet). City Staff did study this intersection for signalization in 2009 and it did meet several warrants. We did not recommend a signal to NCDOT based on the close proximity of the signal at 440 and the fact there were no crashes considered correctable by a signal during the year prior to the study. We forwarded NCDOT our study for concurrence. On a good note, The City’s transit group was able to secure federal ARRA funds to build a new transit facility just down the road. As part of this project, a signal will be installed at Office Way and Poole Road. This new signal will provide more “gaps” for egress off of Old Poole Road. You can contact NCDOT at the Division 5 office if you feel strongly about a signal to further press your case since they make the ultimate decision on what is signalize on their system. Their number is 220-4600 and you should ask for Al Grandy the Division Traffic Engineer.
Make Old Poole one way, eastward, for it is a dangerous pull out, and all can go down to New Hope, where a light could better be timed to the one at New Hope and Poole, letting traffic out.
A light near the beltline is not going to work well.
I agree with Dan. Make Right Turns only East Bound Off Poole Rd. And only Right Hands onto Poole Rd no left turns (during rush hours 7am-10am) similar to the Wake Forest and Navaho Drive intersection or a street off Atlantic has the same restriction.
