The problem is people are making money off the homeless crisis in Vallejo:
The Vallejo City Council unanimously voted Tuesday on a resolution authorizing Pleasanton-based firm 4LEAF to provide organizational guidance to the city’s Planning and Development Services Department, which has overseen code enforcement since January.
The council was asked asked to decide on a request from District 3 Councilmember Mina Loera-Diaz to agendize a future discussion about Vallejo providing safe parking locations for individuals who live in recreational vehicles and/or cars.
Is there an incentive to fix a problem that you are being paid to prolong?
How is the new Permanent Homeless manager working out?

Safe parking locations won't work for the homeless that Vallejo has. They'd prefer to live on the side of the street because they can follow their own rules.
This would work if they actually made it illegal to park/stay on the side of the road since they now have this parking location. But they enforce that.

This paragraph repeatedly pasted by the Code Enforcement Division Employee is the reason why the transients have overwhelmed city of Vallejo public spaces.

False claim #1: There is no Federal or State law drafted that restricts Code Enforcement employees from removing code violators from public property in Vallejo California. “Court cases” cannot restrict enforcement of local municipal codes.
Quote: “In Martin v. City of Boise, the Ninth Circuit Court of Appeals issued a unanimous decision, finding that the City of Boise’s prohibition against sleeping in public violates the Eighth Amendment’s prohibition against cruel and unusual punishment when no alternative shelter is available.”
False claim #2: 7.67.030 Vallejo Municipal Code does not violate the US constitution Eighth Amendment. The case against City of Boise was decided to end punitive fines (cruel and unusual punishment). The decision is a legal precedent, it is not an edict to stop the laws and ordinances in Vallejo from being enforced.

False claim #3: A ninth circuit court judicial decision is not a law drafted in California. Ninth circuit court is not a legislative body recognized in California. We have democratically elected representatives that draft legislation in our state (Assembly Bills). Cities can and should continue to enforce their laws until such time as such legislation is adopted. The lack of inadequate shelter is also wrongly correlated as a condition for inaction.

False claim #4: The city has repeatedly refused to clean up detritus from transients and is not cooperating with administrations from adjacent jurisdictions. Caltrans, GVRD, Rail Road properties, etc. are equally non compliant restoring health and safety standards after illegally camping drifters have moved on. Clean up has routinely not been proven to be appropriate by Code Enforcement.
Please Reassign this request to a Vallejo or other government agency that has the ability to fix this request.
