Opis
Waiting to turn left from Columbus Pkwy to Benicia Road. No one in sight coming from opposite direction on Columbus, light never changed after about 20+ seconds, so I turned while intersection was clear. Treated it like flashing red light. Hopefully it's happened to others also so someone else reports it.

I concur this is a problem inviting drivers to break the law. Caltrans or the city needs to get the light sequencing corrected or remove the "no turn on red light" sign.
